BLMA Safe Use of Ladders & Steps
As a natural and logical extension of its activities, the British Ladder Manufacturers’ Association (BLMA) now operates a national training scheme for users, supervisors and managers wanting to equip themselves with the knowledge, skills and confidence necessary to use ladders legally and safely.
Written with guidance from the UK’s leading experts on ladder manufacture, maintenance and safety, the BLMA scheme addresses all the issues raised by the Health & Safety at Work Act 1974 and, more recently, the Work at Height Regulations 2005.
Under the regulations every person in the chain leading up to, and including, the final user, has a duty of care to both themselves and others to know and understand the practical implications of working safely at height.
Demonstration of competence is a key requirement of the new regulations, and successful completion of the BLMA training course provides proof of such competence. Delivered only by BLMA approved training centres, the course objectives aim to enable delegates to:
- Select appropriate work at height equipment for a task
- Assess and determine when it is appropriate to use ladders and stepladders
- Correctly locate and safely use ladders and stepladders
- Inspect ladders and stepladders for damage
And ensure delegates have an understanding of:
- Legislation and regulations affecting work at height
- Product standards and classifications for ladders and stepladders
- Hazards affecting the use of ladders and stepladders
Upon successful completion every delegate receives a certificate and BLMA photo card as proof of competence. All centres are audited annually to ensure their continuing compliance with the high standards of the scheme.

The BLMA
The British Ladder Manufacturers’ Association exists to promote excellence and to advocate the correct and safe use of
leaning ladders and stepladders. Working closely with the HSE, the DTI and BSI, it represents the interests of not only
UK manufacturers of access equipment, but also of end users.
The Work at Height Regulations 2005
The Work at Heights Regulations (WAHR) apply to all work at height where there is a risk that a person could suffer a
fall that is liable to cause personal injury.
The WAHR replace all earlier regulations relating to work at height. They consolidate previous legislation on work at
height and implement European Council Directive 2001/45/EC concerning minimum safety and health requirements for
the use of equipment for work at height (the Temporary Work at Height Directive).
Under the WAHR:
- Ladders Can Be Used for Access and Egress
- Ladders Can Be Used To Work From
- Ladders Are Legal

PASMA Tower Training
PASMA PROFESSIONAL TRAINING
The Work at Height Regulations 2005, require that the assembly, dismantling or alteration of Mobile Access Towers should only be undertaken by a competent person, or if being trained, under the supervision of a competent person.
A competent person is a person who can demonstrate that they have sufficient professional or technical training, knowledge, actual experience and authority* to enable them too:
A. Carry out their assigned duties at the level of responsibility allocated to them;
B. Understand any potential hazards related to the work (or equipment) under consideration;
C. Detect any technical defects or omissions in that work (or equipment), recognise any implications for health and safety caused by those defects or omissions, and be able to specify a remedial action to mitigate those implications.
*Note: “authority” here means delegated authority to the individual by his employer to carry out a certain function or duty.
Going onto or assembling a mobile access tower will involve working at height. The Advisory Committee on Work at Height Training (ACWAHT) indicate that for anyone who works at height, the above definition of a competent person implies:
- To know and understand the specific legal duties under the Work at Height Regulations which apply to them as an individual
- To understand who controls their activity and the lines of communication to use
- To understand the principles of fall protection that the Regulations require to be used
- To be able to recognise safe and unsafe situations / activities
- To understand how to deal with the hazards associated with the task allocated to them
- To have adequate training in the correct use and limitations of any work equipment allocated to them for the task
- To understand the need for and the ability to check the adequacy of the safety equipment allocated to them
- If that equipment has been issued to them on a personal basis, an understanding of the correct procedure for storage, maintenance and inspection
- To understand safe procedures of work and state the correct procedure for the task, the emergency (including rescue) procedures in place for the work and their role in it
- To know the procedure for reporting any defects, hazards or unsafe procedures they detect
PASMA therefore sponsors training courses provided only by authorised training members.
The training courses are based on a format and content agreed by all PASMA members and draws upon their collective, first-hand experience. Widely recognised and recommended by safety professionals, it provides successful delegates who pass a written and practical test with a competency certificate and an encapsulated, credit card sized Photo card.

Safety Harness and Lanyard
Awareness Training
This course is intended for delegates who use safety harness and lanyards in their work. Delegates will achieve an understanding of the requirements under the Work at Height Regulations 2005, including the safe selection, use and inspection of harnesses and lanyards.
Course Contents:
- Health and safety law and regulations
- Work at Height regulations, what it means to employer and employee
- Different types of harness and how to wear them
- Different types of lanyards and lanyard types and uses
- Inspection by whom and when
- Safe use
- Practical
- Rescue plan
- Test Paper and Review
Persons using work equipment must have received adequate training, instruction and information for that particular equipment. – The Provision and Use of Work Equipment Regulations 1998
Manual Handling Training
The Manual Handling Operations Regulations 1992 require that employers are responsible for ensuring that all staff who lift or move loads are trained, and this course will help employers comply with this legislation. It will teach delegates how to identify risks, develop an understanding of what is being moved and be able to determine the safest method of handling to avoid injury. The course can be tailored to your company’s individual circumstances.

Training Course Requirements
All training courses start at 9.00am unless otherwise arranged. For training, course delegates are asked to bring the following:
- Suitable work-clothing for the practical session
- Suitable gloves
- Hard-hat
- Suitable footwear
Delegates must provide national insurance number Delegates must be 18 or over.
